As for skin tones... I typically pick reddish tones as the base color for skin (although in real life skin is all sorts of colors, just look at your own! ...but this is anime-and-cartoon-land, so anyway)... I oftentimes use variants of said reddish tone for the shading, although sometimes I'll push the shading/darker tones towards blue. Shadows typically are more 'blue' than well-lit areas, has something to do with how blue light scatters more or something. I tend to use more pinkish or yellowish tones for highlighting ...be very careful with this, though.
And don't be afraid to use the hue/saturation/value filter-thing. ...and lastly, while this isn't directly related to skintones, I usually use a semi-transparent gradient layer over top of the whole pic, usually set to something like "overlay" or "hard light" and screw with it until I get what I want. In the end, it all comes down to experimentation and finding something that works for you!
